SAP Launches EU AI Cloud to Boost Europe’s Digital Sovereignty
A dedicated, EU-compliant AI platform designed to keep data local and give European businesses greater control.
SAP has launched the EU AI Cloud, a major step in its plan to support Europe’s digital sovereignty. This unified cloud and AI platform gives European organizations full control over how their data and AI systems are deployed — whether in SAP data centers, on trusted European infrastructure, or on-site in their own facilities. The goal is to help customers meet strict EU rules around data residency, security, and compliance.
A key part of the announcement is SAP’s new partnership with Cohere. Together, they will bring powerful multimodal and agentic AI capabilities to European businesses through Cohere North. These AI tools will be integrated directly into the SAP Business Technology Platform (BTP), allowing companies with strict data rules to use advanced AI without sending data outside the EU.
The EU AI Cloud is supported by a growing ecosystem of partners, including Cohere, Mistral AI, OpenAI, and others. Companies can build and deploy AI apps using partner models as SaaS, PaaS, or IaaS — all while keeping full control over compliance and sovereignty.
Customers can choose from several deployment options:
SAP Sovereign Cloud (EU data centers)
On-site deployment inside a customer’s own data center
Selected hyperscalers, with added sovereignty controls
Delos Cloud, built specifically for German public-sector needs
Overall, SAP’s EU AI Cloud gives European businesses and governments a flexible, secure way to use advanced AI while keeping their data fully protected under European laws.
